These are awful situations, but there are crazy people doing crazy things that are hard to stop. Legitimate women who because of infertility and disability cannot carry a child could use the financial help. There will always be terrible people who abuse every aspect of the system. We do not prevent all driving because of bad drivers. A lot more women would have children if IVF was paid for.
